Statement on updated Equality and Human Rights Commission Code of Practice

Following the Equality and Human Rights Commission’s updated Statutory Code of Practice for Services, Public Functions and Associations coming into effect today, we are issuing the following statement.

“In 2021, the five Home Country Sports Councils – Sport England, Sport Wales, Sport Scotland, Sport Northern Ireland and UK Sport – published guidance for Transgender Inclusion in Domestic Sport. The five Sports Councils have agreed it is necessary to review the guidance to ensure it reflects the updated legal context in which sports are operating. The scope, Terms of Reference and timeline for the review are currently being developed. Further information will be shared once these have been agreed.”

Please note that this Code of Practice does not apply in Northern Ireland. The Northern Ireland Equality Commission is asking the High Court to clarify how the Supreme Court’s judgment should be applied in Northern Ireland, given its different equality law framework, and the implications of Article 2 of the Windsor Framework for how that equality law should be interpreted.

Moving to Inclusion: The 30-Minute Learning Series

Over five months—from November 2025 to March 2026—the UK Sports Councils brought together sports organisations from across the country for a jam-packed 30-Minute Learning Series designed to spark fresh thinking and real action on Equity, Diversity and Inclusion (EDI).

Hosted by Moving to Inclusion mentor Jo Ogogo, each session focused on one key area from the five pillars of the Moving to Inclusion Framework:
Relationships, Communication, Leadership, Experience, and Culture.

These weren’t just presentations… they were fast-paced, thought-provoking sessions with space for live Q&A, fuelling conversations led by the people working directly in the sector.

Why these topics?

By late 2025, more than 80 sports organisations across the UK had completed the Moving to Inclusion diagnostic tool. This gave the Sports Councils a unique snapshot of where the sector is thriving, and where it needs the most support. So, we focused each webinar on the lowest-scoring diagnostic statement within each pillar. In every session, Jo broke it down to:

  • WHAT the diagnostic statement really means
  • WHY this area is proving challenging across the sector
  • HOW organisations can take meaningful, achievable steps to improve

Each webinar has since been transformed into a practical accompanying resource, capturing participants’ questions, experiences, and reflections – making the learning even more valuable.
